Technology is always ten steps ahead of law and law is invariably trying to keep up with technology. However, the advent of new technologies today represent far more distinctive issues to legal frameworks and legal regimes. Artificial intelligence has already arrived and its reliance upon and usage by stakeholders has effectively changed the entire connotations of use of technology.
However, today's artificial intelligence is going to pave the way for the development of a new kind of intelligence known as Artificial General Intelligence, or AGI. AGI is going to be far more superior than the current level of Artificial Intelligence, including Generative Artificial Intelligence because of its intrinsic capability of being able to mirror the cognitive functions of the human brain. It is going to be far more potent, powerful and a big challenge to humanity as compared to other technologies.
The advent of AGI is likely to bring up large number of legal, policy and regulatory issues. This book seeks to identify, highlight, examine and analyse some of the more important legal, policy and regulatory issues, aspects, nuances and challenges thrown up by the advent of AGI as an emerging technology. It further seeks to highlight important policy considerations that need to be kept in mind by policy makers and the said issues need to be duly actioned upon at the earliest possible opportunity. This is all the more essential because unlike other technologies, the coming of AGI presents no breathing time to humanity. Once AGI evolves and arrives on the landscape, it is not going to give enough response time to humanity to respond to the challenges.
The potential of AGI going rogue will be high, and its potential of being misused for criminal, illegal or negative purposes cannot be ruled out. Further, the potentiality of AGI being used against humanity and human interests is a very distinctive real possibility that is likely to be arising on the horizon. No wonder AGI is likely to emerge as a big existential threat to humanity. Hence, trying to deal with and address effectively, the complicated and complex legal, policy and regulatory issues pertaining to AGI becomes a matter of topmost priority. This is a technology that requires a cumulative response from humanity as a whole. That's the reason why the legal and policy approaches and nuances thrown up by AGI will have to be dealt with by humanity as a race. This book has sought to highlight some of the more important legal and policy challenges, nuances and legalities thrown up by AGI and why there is a need for addressing the same in the present moment rather than leaving it to a future time.
AGI as a technology is going to be far more potent, destructive and powerful than any other technology that has evolved till date. Hence the need for proactively dealing with the legal and policy ramifications, nuances and issues thrown up by AGI has to become the topmost priority for nation states and policymakers in the coming times.
This book could potentially be a reference point for all stakeholders in the AGI ecosystem, as the book seeks to elaborate, in the simplest layman's language, the complicated legal issues and challenges thrown on by AGI. Apart from being useful for lawyers, legal professionals, policy makers, academicians, government and corporate stakeholders, this book is of value and immense utility for all stakeholders in the AGI ecosystem and in the AI ecosystem at large.
Hopefully this book should trigger more discussions and debates amongst relevant stakeholders on how the complicated and peculiar issues, challenges and legalities thrown up by AGI can be potentially addressed by stakeholders. This book. should become an important tool in the hands of policy makers as they come up with new proactive approaches to deal with the various policy nuances and regulatory issues concerning AGI.
