This book contains no results. It contains a design — fixed before any transaction is read — for finding out whether a line on a map can move a price.

Aircraft noise does not stop at a surveyor's line. A published boundary does. When a government measures the noise around an airport, classifies it, and gazettes a countermeasure area, two flats that hear the same aircraft can end up on opposite sides of an official edge. If prices step at that edge, and only after the gazette date, while the modelled sound runs smoothly across it, the step is the price of the certificate and not of the sound.

The Noise Was Already There builds a boundary regression-discontinuity study around that idea. It explains what the hedonic literature has shown and what it could never separate; why an official measurement creates a discontinuity the physical noise does not; what to measure and on which day; how to measure it — and four tempting ways to get it wrong. It then does something most books avoid: it states, before the data exist, what pattern would confirm the claim, what pattern would refute it, and where the argument retreats if it fails.

The reader leaves with two documents: a boundary-map worksheet that anyone can use for any airport with a published designation, and the registration template exactly as it will be lodged at a public registry.
